The requirements to become a courier in Turkey are changing fundamentally. Motorcycle courier work, which for years needed little more than a licence and a bike, is becoming a profession with certificates and registration rules. The key date is 1 January 2027: from then on, riders making commercial deliveries by motorcycle or moped will be asked for the SRC courier certificate, a health report and the Courier Activity Certificate at roadside checks. That is about two and a half months away. This guide brings together what both future couriers and businesses that employ or book couriers need to know.

Summary: courier requirements in Turkey 2026

  • Licence: A1, A2 or A for motorcycles; M or B for mopeds.
  • SRC courier: 25 hours of training, 40-question e-exam, pass mark 60.
  • From 1 January 2027: SRC certificate, health/psychotechnical report and Courier Activity Certificate are checked.
  • Working without them: fines from TRY 4,392 (driver) and TRY 10,666 (operator) at 2026 values.

1 January 2027: what changes for couriers?

How to become a courier in Turkey – licence card, certificate, helmet and reflective vest | Jetbee
From 1 January 2027, roadside checks will ask for the SRC courier certificate, a health report and the Courier Activity Certificate on top of the licence.

Courier work was defined as a separate activity for the first time in an amendment to Turkey's Road Transport Regulation on 15 May 2025. According to Transport Minister Abdulkadir Uraloğlu, the rules define the courier and the courier shipment, limit how much a courier may carry and set out the procedures to follow. They also state that couriers may not promise any delivery time, so slogans such as "at your door in 30 minutes" no longer belong in courier transport.

The same amendment made the SRC courier certificate mandatory with a one-year transition period, which was later extended. With the amendment published in Official Gazette No. 33255 on 16 May 2026, checks for the SRC certificate, the health and psychotechnical report and the Courier Activity Certificate were postponed to 1 January 2027. The postponement covers only these three obligations; the authorisation certificate requirement for operators was not postponed.

In practice, 1 January 2027 is the date by which you must already hold the documents, not the date to apply. Courses and exam slots are likely to fill up in the final weeks, so starting now is the sensible choice.

The Courier Activity Certificate also requires that you have no criminal record (archived records excluded) for certain offences listed in the regulation, such as theft, fraud, forgery or breach of trust. This condition was not postponed. See ETİD's briefing on the regulation changes for details.

Licence classes

Motorcycle couriers need an A1, A2 or A licence. Class M is enough for mopeds, and because a B licence includes class M, car licence holders can work with a moped and obtain the moped SRC courier certificate. Deliveries by car or van require other professional certificates instead.

How to get the SRC courier certificate: steps and costs

SRC courier certificate – courier candidate studying for the e-exam | Jetbee
The SRC courier process runs through course enrolment, 25 hours of training and the MEB e-exam; the practical exam was dropped in 2026.

The process was simplified in 2026. According to a course provider's up-to-date guide, the practical exam was abolished from 4 February 2026, the pass mark fell from 70 to 60 and the number of attempts rose from 4 to 8. Since 1 May 2026 the exam is taken on computers at MEB e-exam centres.

  1. Enrol: apply to an MEB-approved course with your ID, licence, diploma, biometric photo and criminal record. No health report is needed at enrolment.
  2. Training: 25 hours, 21 theoretical and 4 practical, covering professional competence and road safety.
  3. e-exam: 40 questions in 45 minutes; 60 points to pass, up to 8 attempts.
  4. Fee: after passing, pay the TRY 264 certificate fee to the Ministry of Transport.
  5. e-Devlet: the certificate is issued and becomes visible in e-Devlet.

Costs: in addition to the TRY 264 certificate fee there is an MEB e-exam fee (TRY 1,250 in 2026). Course fees are set by provincial commissions and differ between cities and schools, so compare a few quotes before enrolling.

What is the fine for working without a certificate?

Law No. 4925 on Road Transport sets separate administrative fines for a driver without a professional competence certificate and for the operator employing them. The base amounts are updated yearly with the revaluation rate. Based on the 2026 revaluation rate, the minimum is TRY 4,392 for the driver and TRY 10,666 for the operator, a combined risk of TRY 15,058 in a single check. Inspectors also verify whether the operator has registered the courier on its courier list, provides protective equipment and refuses shipments to undeliverable addresses, as listed in the Ministry of Transport's courier inspection checklist.

Self-employed or employed? P1 and P2 authorisation

If you work as an insured employee of a courier company, the authorisation certificate and vehicle registration are your employer's responsibility; you present your licence and SRC courier certificate. To work on your own account you need a tax registration, social security registration (Bağ-Kur) and the appropriate authorisation certificate.

The first row is the most useful for small entrepreneurs: applicants with up to three vehicles need no minimum fleet or capital and pay 85% less for the certificate. If you plan to work as a self-employed courier, help with company setup and bookkeeping speeds things up; at Jetbee we offer our carriers discounted service options for this.

How should businesses that book couriers prepare?

Courier rules for businesses – motorcycle courier delivering to a shop | Jetbee
A new era also starts for businesses that employ or book couriers: certified riders, registered lists and no delivery-time promises.

The new rules also concern restaurants, online sellers, pharmacies, offices and banks that employ or buy courier services:

  • Work with certified couriers: plan your own riders' certificates before 1 January 2027, and ask external providers about theirs.
  • Planned delivery instead of time promises: since delivery-time promises are banned in courier transport, build customer communication around planned, trackable delivery.
  • Choose the right service: not every shipment needs a courier. Express courier suits urgent city deliveries (on Jetbee from TRY 288 for up to 5 km), while cargo is often cheaper for non-urgent parcels. See which carrier is cheapest for each box size in Cheapest Cargo Company in Turkey 2026 and current rates in Cargo Prices in Turkey 2026.

Frequently asked questions

What documents do I need to become a courier in Turkey in 2026?

The basics are an A1, A2 or A licence for motorcycles (M or B for mopeds), at least a primary school diploma and a clean criminal record. From 1 January 2027 the SRC courier certificate, a health and psychotechnical report and the Courier Activity Certificate will also be checked.

When does the SRC courier certificate become mandatory?

The regulation already requires it, but enforcement was postponed. An amendment published in the Official Gazette on 16 May 2026 moved the date to 1 January 2027. After that, riders working without the certificate and the companies employing them can be fined.

How do I get the SRC courier certificate and how long does it take?

Enrol in an MEB-approved course, complete 25 hours of training and score at least 60 in the 40-question e-exam at an MEB centre. Then pay the certificate fee and the document appears in e-Devlet. The process usually takes a few weeks, depending on course and exam dates.

What is the fine for working without the certificate?

Under Law No. 4925, separate administrative fines apply to the driver and to the operator. With 2026 values the minimum is TRY 4,392 for the driver and TRY 10,666 for the operator; 2027 amounts will be updated with the official revaluation rate.

Can I work as a courier with a B licence?

A B licence also covers class M, so you can work with a moped and obtain the SRC courier certificate for mopeds. For motorcycles you need an A1, A2 or A licence. Deliveries by car or van follow different certificate rules.

How can I become a courier with Jetbee, and are there age or criminal record rules?

Download our Jetbee Driver app or fill in the form on our Become a Courier page; applying is free and takes a few minutes. Even where the law allows younger riders, at Jetbee we do not open a carrier or courier account for anyone under 18, whatever the vehicle, and we do not work with applicants who have a criminal record. If you meet these requirements, you sign the digital contract after pre-approval and start taking jobs from the pool once your account is active. We offer pool and dedicated working models.
